Couldn't uninstall if jdk is merlin on win98 sch

      Merlin 84, jre-i bundle

      reproduce:
      install merlin jre-i first;
      Then, install javawebstart1.0.1_01(don't install jdk1.3.0_03).
      And then, uninstall the javawebstart, will get CRC error, and couldn't uninstall
      it.
