This bug was introduced on Solaris when we merged in the jtg fix for 4024569.
As the Comments for that bugid say, that fix breaks older programs, and
should not have been integrated. Our spec says that we generate ItemEvents,
not ActionEvents. We should stop generating the ActionEvent.
