Taiwanese, and Persian.

The current BuddhistCalendar implementation for the Thai locales has some restrictions:
- Dates in Julian B.C. are incorrect.
- The Before B.E. and B.E. transition is incorrect.
- April 1 as the first day of a year
Those restrictions should be removed in the new implementation.
