Scrollable Buttons of JTabbedPane don't get enabled or disabled on selecting tab

      The scrollable Buttons of a JTabbedPane with SCROLL_TAB_LAYOUT_POLICY should be enabled & disabled depending upon the tab being selected.
      But this doesnot happen in Merlin b89. The same feature is also failing in b83.
      This happens in all 4 styles of tab placements: TOP,BOTTOM,RIGHT & LEFT.

      For reproducing the bug, compile & execute the test code attached.
