Readme.html does not come up when finished the installation

In the last session of the installer, Readme.html for each language is not
displayed even if user chooses to show up the document.
The used bundle is in Merlin b89 bundle.

This problem occurs in jaws 1.2 b08 as well.
The function which user expects does not work properly
so it should be fixed in 1.2.
