Java Console is haned when some applet loading are failed.

To reproduce:
0. Close all Netscape 6.21 Windows if there are any.
1. Start Netscape 6.21 Beta
2. Select Tasks->Tools->Java Console
3. Wait the Java Console is loaded
4. Goto http://empcomm.central/special_report/
5. You will notice there are some exceptions in Java Console Window
   that means the applet in the page has errors
6. Try to select the output text from Java Console window, you will
   find the Java Console Window are hanged.
   (Or you can move Netscape 6.21's Window over the Java Console Window
    and then focus the Java Console, you will find the Java Console
    are not re-drawn, that means the Java Console are hanged.)
7. In Netscape 6.21 Beta Window, select File->Close or double click the
   system command menu.
   (Important: Not File->Quit)
8. The Netscape is closed, but the Java Console is still there.
