default HtmlConverter "About" dialog box is too small to show the title

      Test Build : j2sdk-1_4_0-rc-bin-b90-solsparc-21_dec_2001.sh
      Test Enviroment : ko.UTF-8/ Solaris2.9/ Sun4u

      Default "About" dialog box is too small to show the Title. So, the string "About Java(tm) Plug-in HTML Converter" is truncated.
      This problem is not found in ko locale.

      How to reproduce :
      1) run HtmlConverter
      2) click Help => About
