Test case: SPI test case 407 and 409

Reproduce steps:
1) Select Wubi IM
2) Make sure the system input method is in "en" in Sysrtem status bar.
3) All S-Chinese chars input by Wubi IM displayed in "?" even though these chars displayed in S-Chinese correctly in "Wubi input window".
4) Change the system input method to any S-Chinese input method in system status bar.
5) all S-chinese chars input by Wubi IM displayed correctly.
6) Same situation for Test(Japan) Input Method.
