ctrl up and ctrl down do not move focus w/o moving selection in JTable

      According to the Java Look and Feel design guidelines - Ctrl up and Ctrl down should move the focus without moving the selection (example of this working - JTree). This does not work for the JTable. The Performance Analyzer needs this to be fixed for it to become accessible (508 compliant)
