      FULL PRODUCT VERSION :
      java version "1.3.1_02"
Java(TM) 2 Runtime Environment, Standard Edition (build 1.3.
Java HotSpot(TM) Client VM (build 1.3.1_02-b02, mixed mode)

      FULL OPERATING SYSTEM VERSION :

      Microsoft Windows 2000 [Version 5.00.2195]
      Service Pack 2

A DESCRIPTION OF THE PROBLEM :
After installing the JRE and downloading a first applet
that was signed with a Verisign Class 3 Code Signing
Certificate (valid, non-expired), a Security Warning shows
up blank, i.e., without the "Deny, Grant this session,
Grant Always" buttons nor explicative text (only the title
      bar contains something".

Subsequent downloads of applets (by closing browser and
      restarting again) produce same effect.

Applets worked well with 1.3.1 and 1.3.1_01

REGRESSION. Last worked in version 1.3.1

STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Unload (remove) previous JREs
      2. Get the JRE 1.3.1_02 from the java.sun.com/getjava
      (manual download)
      3. Install the JRE 1.3.1_02
      4. Connect to a site in order to download a signed applet
(Verisign Class 3 Code signing certificate)
      5. A security Warning dialog box appears blank

      EXPECTED VERSUS ACTUAL BEHAVIOR :
A Security Dialog box should be displayed with explicative
text and the set of "Deny, Grant this session only and
      Grant Always" buttons.

This bug can be reproduced always.

      CUSTOMER WORKAROUND :
Remove JRE v1.3.1_02 and use prior version
