Reproduce:
1) Open "ControlPanel"
2) Click on "Cache" tab
3) Click on "View files in Cache" button
4) You can see chars for date/type are displayed in square box. (example: am/pm)

Also happens in Traditional Chinese NT4.0.
Also happens in Japanese for Windows and Solaris, but now Linux. See also 4634565.
