The installer CD0 doesn't prompt the user for the password during the webstart
install for English language. This problem is observed only during the
NETINSTALL on INTEL platform. However during the post CD0 install
( during the reboot ), the system prompts for password and other sysidconfig
parameters.

To reproduce this problem :

Build : S9_56
Platform : INTEL
Type of install : Netinstall only
Image : Installer CD0
Language : English

After selecting the Time Zone from the Region screen, the installer directly
jumps to the net-kiosk screen without prompting for the password.
