      The following encoding names on Linux are missing in the character set table.

      CP1251
      JOHAB
      KOI8-U
      BIG5HKSCS

      Then, JVM doesn't start in be_BY, bg_BG, ko_KR.johab, ru_UA, uk_UA, zh_HK locales.
