SecretKeyFactory.generateSecret() should have the ability to generate PBEKey

    Description

      Current SecretKeyFactory.generateSecret(KeySpec ) can not generate the PBEKey. providing such ability can make user generate the PBEKey convenient by using PBEKeySpec.
