Netscape 4.x ignores 'pluginspage' parameter inside embed tag and looks for plugins page in 'codebase' parameter. If user has not plug-in installed on the system - Netscape is not redirecting to correct plugins page with binaries.

This is Netscape bug. Need workaround in converter.
