In HKEY_LOCAL_MACHINE//Software//Javasoft//Java Runtime Environment//1.4.0, the French string tables value of JRE_RUNTIME_LIB=\bin\hotspot\jvm.dll, when it should be JRE_RUNTIME_LIB=\bin\client\jvm.dll. These changes were made to all of the string tables at some point, but somehow this string element got reverted back to using "hotspot", during the XP changes for French only.
