When an FCS build is installed, it's installation behavior
is usually different than an RC or Beta build. But if we
find errors during the FCS test time frame, the ship date
may be delayed or we may have to provide fixes at the last
minute.

If a build is provided earlier that replicates the behavior
of a FCS build, we can find and fix potential problems
without affecting the ship date.
