There have been a series of revisions to the JSPA
to clarify the rules around independent implementations.
Tiger should meet these rules.
This will require:
1) The use of "shared code" in tiger should be minimized.
Ideally only the verifier should be left as "shared code".
2) For the remaining shared code in Tiger, the source should
be licensable under a BSD style license, as required by the
new JSPA.
3) It should be possible to license the TCK independently from
licensing the RI.
