Should replace the usage of sun.security.util.BigInt with java.math.BigInteger

      Since there are no unsigned integers defined by ASN.1, it seems that we should
      really use BigInteger instead of BigInt to represent the ASN.1 integer so negative integers will be correctly interpreted as negative integers.
