In Control Panel Help the links inside the controlpanelhelp.html are activated by mouse over instead of mouse clicked.

To test fix:
1. Bring up Java Plug-in Control Panel.
2. Click on the Help button.
3. In the help window move the mouse over a link. The page should not go to that help section.
4. Now click on a link in the help window. The page should go to that help section.
