Testing Platform: Win2000 Prof/win98-2ed/winXP

Steps to reproduce:

1) Install JRE 1.3.1 (fcs version) into the default location
2) Install JDK 1.4.1 (b06) into the default location
3) Open JPI 1.4.1 Control Panel from Start\Settings\Control Panel
Go to "Advanced" tab- JRE 1.3.1 is not listed in the Java Runtime Environment list

the control panel should automatically detects all versions of the Java 2 SDK or IRE installed on the machine.
