A DESCRIPTION OF THE PROBLEM :
This is really against the Spring 2002 release, which is
not in the "Product Version" list. (And that presents an
interesting philosophical problem itself.)

The release notes do not mention where jaxp-api.jar goes,
only that it does not go in the endorsed directory. I
assume it goes in the ext directory.

This bug can be reproduced always.
