Following up, looking at the tags on the xml-xalan/build.xml file
at Apache, it does look like the xsltc.jar target being used
by the jaxp-local build.xml to do the checkout would
not be creating the bundled jar. Todd changed the xsltc.jar
target in revision 1.169 to be what was the "xsltc.bundledjar",
but the revision of build.xml that is in the fcs branch is 1.167
