The fix for the bug:
BugId 4635578 Fail to open install log using Details button after Sol. 9 pkgs (part 2), zh_TW
Changed the copyright notices in the packages for 1.3.1_02, 1.4.0_01 to fix a problem with the TW local (Bug 4635578).

What is the legal effect of dropping the French text from the copyright notices. There may be a requirement in some countries (possibly Canada) to include the French version of the copyright notice along with the English.
