Currently, we run the debuggable plugin if the user points the browser at the _g version of the file. However, there is a disconnect when it comes time to load libjvm.so. We only load libjvm_g.so if they also specify JAVA_PLUGIN_DEBUG.

This seems like an unneccessary additional step. We should adopt an "in for a penny in for a pound" strategy when it comes to debugging.
