POAManager operations not raising BAD_INV_ORDER

      specification - formal/99-10-07 Section 11.3.2.4 , 11.3.2.5 , 11.3.2.6

      As per the spec, for POAManager operation hold_requests, discard_requests and deactivate : If wait_for_completion is true and the current thread is in an invocation context dispatched by some POA belonging to the same ORB as this POA the BAD_INV_ORDER exception is raised and the state is not changed.

      The current implementation does not raise the exception.
