Problem description :
As per the specification, (Inactive state) when a POAManager is in the inactive state, the adapter activators registered with the associated POAs will not get called. Instead requests that require the invocation of an adapter activator will be rejected.
In the current implementation the adapter activator is invoked when the POAManager is in the inactive state.
