While performing JCK123 Interactive tests for 1.3.1_04 B01 I found the following
bug. I have performed the same interactive tests with 1.3.1_04 & _03 & found the same bug. It however did not occur for 1.3.1_02.
I ran the tests using the testsuite; JCK-runtime-13a.

The bug is generated as follows:
1. Run test case api/javax_swing/interactive/JTabbedPaneTests.html
2. Place the mouse pointer over the tab for the each individual colour.
3. The tool-tip does not appear for each individual tab.
