Add cns11643 alias for EUC-TW

      The EUC-TW NIO converter currently has a single alias within the NIO
      charset provider lookup code (in sun/nio/cs/ext/ExtendedCharsets.java).
      In addition to "EUC_TW" (for historical compatibility) two additional
      aliases need to be added ("euctw" and "cns11643").
