JDesktopPane icon layering does not persist correctly

      A DESCRIPTION OF THE PROBLEM :
      When a JDesktopPane icon is selected and brought in front
      of other icons in the pane and then the frame for that icon
      is opened and minimized into an icon again, the icon is no
      longer in front of other icons.

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Open SwingSet
      2. Select the internal frame demo
      3. Minimize two frames into icons
      4. Drag the icons so that they overlap
      5. Open the frame for the icon in front of the other
      6. Minimize the frame

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      I expected that the layering of the icons would not
      change. However, the icon of the frame that was minimized
      is now behind the other one.

      This bug can be reproduced always.
