silent install still sometimes shows some dialogs

      The upgrade to install shield 6.3 introduced a new bug in which during silent mode, it will still sometimes show "Creating Jar Files", "Setting Up Plugin", and "Installed OK" on some windows platforms. Silent installations should be completely silent, and this is aggravating to customers who call our jre installer silently. These dialogs are getting invoked with SdShowMsg(), which there must be some problem with install shield. The installer should first check to see if it is in NORMALMODE, and if so, display these messages. Otherwise, it shouldn't show them during SILENTMODE or RECORDMODE.
