Changes to optional package deployment causes optional package tests and deployed applets that use optional packages to stop working properly. The change to check for installed extensions is not the proper thing to do in 1.4.1. Users will see this as a regression when their applets stop working properly. Since this will negatively effect deployed optional package applets that are out there now we should go back to the old method (1.4 and earlier) of checking for installed extensions. This feature is most likely going to be changed in a later release so any changes, improvements should be made in that release.
