platform: windows 2000 server zh

reproduce:
1) clean install j2sdk1.4.1 b11 to windows 2000 server zh
2) pop up an error message said the java platform doesn't support the OS or OS service pack. See the attachment for detail.
3) But, after select "anyway to continue", java can run correctly.
4) uninstallation has no error.
