On the screen where the jdk / jre installer for 131_04_b2 asks which browser (NS & IE) you want this version of java to be the default plugin for. The behaviour differs between NS and IE when java 140 is all ready installed.
In the case of IE if you try to install an older version say 131_04_b2 over 140 it will ask you do you want to use an older version of java plugin over a newer one. Where as in the case of netscape no such question is asked.
Also with IE the box is not ticked where as it is with NS.
Since 1.4.2, the behavior has been the same for both plugin and IE. It will offer IE and Netscape if they are installed, and not warn them for either. This needs to be reworked, but it is already a separate bug. Marking as a duplicate.
