JVMDI/JVMPI API are not working in the Linux or Windows Itanium builds

      The JVMPI/JVMDI functions were not enabled in the current Itanium
      builds on Linux and Windows in order to increase the speed of the
      interpreter.

      A fix to this issue has been completed allowing the VM
      to perform JVMDI/PI functions without impacting performance.
