Customer's system-wide default plugin is 1.3.0-C. One of their applets has numerous focus problems with this JRE. Since many of these focus bugs were fixed in 1.4, they are willing to upgrade to 1.4. However, other applets developed by their company break with 1.4. Therefore, they want a custom installer developed for 1.4 that does not update the dynamic CLSID in the registry, so that the applets requiring 1.3 will not fail.

The applet is used both internally and externally, and the customer understands and is OK with the fact that their users may get the 1.4 plugin elsewhere in a manner which does update the dynamic CLSID.
