JTable: Function of inter-cell spacing has changed from 1.3.1

      Start the SwingSet2 demo app and select the JTable panel.
      Use the 'inter-cell spacing' slider to change the InterCellSpacing and watch the column header.
      The column header does not stay at the same width as the column, it shrinks slightly.

      This behaviour is different to that seen in 1.3.1 where the column header stays the same width as the column,
