Oracle Applications uses a lot of jar files. We have a requirement
which needs us to put same package names into several jar files.

When jar indexing feature is used, according to the Jar
Indexing specifications: All the jar files gets downloaded
which has same package names, if a resource from that package
is referenced.

So, instead of 9 jar files for example, we are seeing 20 jar files
downloaded at startup of Oracle Applications. This causes lots of
delay to access the application.

This RFE is to extend the jar indexing to resource(class/image)
level instead of package level.
