REGRESSION: Extension installer only runs once even when new JARs available

      FULL PRODUCT VERSION :
      JDK 1.4.1 Beta which included JWS 1.2Beta

      FULL OPERATING SYSTEM VERSION : Windows 2000 SP2, Windows
      NT SP6, Solaris 8.


      A DESCRIPTION OF THE PROBLEM :
      The extension installer of JWS with JWS 1.2Beta now only
      runs once ever. I have to uninstall JWS and install it
      again for the isntaller to run again. I tried removing the
      application from the JWS console, updating the JAR files to
      force a new download, and used the JNLP API to inform JWS
      that the install failed but to no avail ... the extension
      installer will only run once. This has been verified by
      the JWS engineer Thomas Ng that was kind enough to help me
      with this issue thus far.

      REGRESSION. Last worked in version 1.0.1

      STEPS TO FOLLOW TO REPRODUCE THE PROBLEM :
      1. Define extension installer in JNLP file
      2. Load the application on a client, the installer will run
      3. Update JAR files on the web server
      4. Launch the application again, the new JAR files will be
      downloaded but the installer will NOT run again !

      EXPECTED VERSUS ACTUAL BEHAVIOR :
      The extension installer should be run every time there is a
      change to the application and new JAR files are downloaded
      to give the application the chance to do any application
      specific processing to handle the new files.

      REPRODUCIBILITY :
      This bug can be reproduced always.

      CUSTOMER WORKAROUND :
      There is no work around, this is making the product
      unusable as I can not make any changes and download new JAR
      files and have the installer run so that I can do other
      tasks that are needed to have the application use the new
      JAR file properly !

      Release Regression From : 1.0.1
      The above release value was the last known release where this
      bug was known to work. Since then there has been a regression.
