hopper should ship an empty but valid cacerts keystore to licensees

Currently, cacerts is being shipped to source licensees as
an empty keystore. We should update it to a real JKS keystore
that contains no entries.

This has already been approved by the hopper team, this is just
the tracking bug to actually get it done.
