The sun.nio.cs.ext NIO CharsetEncoder for Microsoft code page 932
(new Java canonical name = "windows-31j") doesn't encode the range
of Halfwidth Katakana characters. For 1.4.1RC this was addressed by
withdrawing the NIO windows-31j charset coders from the extended set
of coders. A fix has been determined and it should be delivered into
Mantis/J2SE 1.4.2.
