OS: Solaris (generic)
Locale: zh_TW.EUC and zh_TW.UTF-8 locales

reproduce as follows:
1. launch ControlPanel
2. from UI, click button 'help', you can see that the help is mess

but it's OK in zh_TW.BIG5 locale (because the localized help file is encoded in Big5 encoding).
