Late in the hopper release, we made a correctness fix that significantly
reduced the load balancing between gc worker threads. For stability reasons,
we did not attempt to fix this in hopper. We also postponed the follow
on work to that fix, which could not be adequately measured without it.
This work should be rolled into mantis, as it was originally scheduled
to be part of the ParallelGC system.
