JTabbedPane.setTabLayoutPolicy should indicate UI may change default

      The javadoc for setTabLayoutPolicy indicates SCROLL_TAB_LAYOUT is the default.
      The javadoc should indicate that a UI may change this to provide a
      consistent look and feel.
