More often than not, Java is installed in a shared way, eg in /usr. With
the need for a user to be able to turn accessibility on or off, depending on
their abilities, the current mechanism of configuring accessibility though
the use of the accessibility.properties file in $JRE_HOME/lib is not usable
on a system where there is more than one user using the system, with the
possibility that there is a mix of users with or without the need for
accessibility. This is especially apparent when using SunRays, or possibly
in the use of shared software distributions (eg. /usr/dist).
