Description : Hide Console for Netscape 4.78 browsers doesn't work as advertised in the specs

Steps to Reproduce :
~~~~~~~~~~~~~~~~~~~

 1) Install JRE1.4.1 Hopper build 18 bundle
 2) After installation, open the JPI Control Panel and select "Hide Console"
 3) Open a NS 4.7x browser and launch any applet
    E.G : http://sqesvr.eng.sun.com/deployment1/ws_plugin/doc/proc/JPI_bat.html
 4) when the applet loads , JPI Console will not be iconified in the task bar
    as specified in the specs

NOTE : This option works fine with Hopper build 16 on NS 4.7x
