Currently, the get method of
com/sun/corba/ee/internal/core/ServiceContexts
throws an exception if a context is not found. This leads to an
excessive amount of exception processing (and a large amount of
time spent filling in the exception stack traces because the stacks
are so huge).

A prototype to fix this increased my ECperf scores by 5%.
