Publish StubMaker doclet option to generate documentation stubs

      Please provide a compiler or javadoc option to generate source file
      stubs without method bodies, which could be used to regenerate the
      documentation.

      It would also be nice to ship a documentation jar that contains such
      and from which javadoc could be generated on the fly; then Sun doesn't
      need to ship such verbose HTML files.
