The case of an option and values is clear. But it's not clear
whether an initial set of values could be specified without an
option.

Would such values be returned in the series [1,0], [2,0], ...
or in the series [0,1], [0,2], ...
(Presumably the latter, if allowed.)

Or is it not possible to deliver arguments to a doclet without
an option?

For that matter, are options required to start with "-". If
I gave arguments "foo bar". Would "foo" be considered the
option?
