File.getUNCPath() to retrieve the UNC path for a file

      A DESCRIPTION OF THE PROBLEM :
      The File object is unable to give the coder the UNC Path
      value. However, one is able to go from the UNC Path value
      to the normal path value for a file. This is esp. needed
      for any Java program or Process that will stay in memory
      after the user logs off.

      All that is required for this is a String getUNCPath() off
      on the File object.

      REPRODUCIBILITY :
      This bug can be reproduced occasionally.
